Alles ziemlich undeutlich. Kann mir mal jemand sagen wie sich "gesunder
Menschenverstand" in routing-Regeln umsetzen laesst?

routing/default values for highway tags"

Hier ein erster Versuch einer solchen "Tabelle auf die Schnelle":

highway=XXX;  mandatory value (highway type)
name=ABCDEFG; highly desirable; no default
ref=XXX; highly desirable for numbered roads
access tags - see wiki OSM_tags_for_routing/Access_restrictions
<https://wiki.openstreetmap.org/wiki/OSM_tags_for_routing/Access_restrictions>
Note that for access tags there is an access hierarchy
<https://wiki.openstreetmap.org/wiki/Key:access#Land-based_transportation>.
It is desirable to use for any exclusion or permission the highest vehicle
in the hierarchy)
lanes=number ; desirable for all roads; no default (maybe optional for
single lane roads with explicit width or est_width values)
lit=yes|no|(conditional value); no default
maxspeed=number; mandatory value (for all road types, with the exception of
some motorways in Germany, and of minor ways like track; path, footway,
pedestrian) - there is also a wiki page OSM_tags_for_routing/Maxspeed
<https://wiki.openstreetmap.org/wiki/OSM_tags_for_routing/Maxspeed> which
contrasts with this !!!
layer=number; default value:0; mandatory in case of unconnected crossing
ways on one of the ways
surface=XXX; desirable for all ways; no default
smoothness=XXX; desirable for all ways; no default
oneway=yes|no|-1; desirable for all roads; default value "no"
bridge=XXX; mandatory for highways on bridges bridges; default value "no"
tunnel=yes|no|xxx; mandatory for highways in tunnels; default value "no"
embankment=yes|no; desirable for highways on embankmants; default value
"no"
cutting=yes|no; desirable for highways in cuttings; default value "no"
incline=up|down|xx%; optional or desiranìble?; default value 0
lit=yes|no; desirable on all highways; no default (maybe except track and
path with default value "no" ?)
width=xxx, desirable on highways with no lanes value and highly desirable
on sidewalks, foot/cycle ways, and foot/cycle lanes
sidewalk=lft|right|both|use_sidewalk; desirable on all road-type highway;
no default value
narrow=yes; optional; default value "no" (this is a strange tag, as it
refers to a *point* where the road is narrow)
Overhead trolly lines; optional; deafalut value "no"
tracktype=gradeX; optional on all types of minor highways; highly desirable
on tracks; no default
MTB_scale=X; not compatible with highways with implicit or explicit
bicycle=no; optional (useless) on paved highways; desirable on unpaved
paths; useful on unpaved tracks
SAC_scale=X; only compatible with minor highways; desirable on extra-urban
paths (definition???) and tracks
trail_visibility=xxx; optional; default value "excellent"
wheelchair=yes|no|limited; optional; no defined approach to default value
(could be default=yes on all highways that allow pedestrians and paved
surface with the exception of highway=path ?)
ski=yes|no optional; no default value
snow_mobile=yes|no optional; no default value
(there are some more of these winter-sports related tags)

Viel Spass beim Zerpfluecken

Volker
