Bare til information: denne diskussion har også dukket op nogle gange på den 
Hollandske mailingliste [1,2], så jeg lavede et kort resumé. [Unskyld, det 
tager for længe pnt. at oversætte nedenstående til dansk.]

A slight majority seems to agree that cycleways that are separate (that is, 
for example separated from the main road by a strip of grass) should be 
tagged as separate ways. Not only for routing (as I mentioned earlier), but 
also because these ways may have different properties such as surface quality 
(we will get to that at some point, especially when someone wants to make a 
high-quality bicycle-specific map).
At the same time, people agree that if you don't have time to draw up these 
separate ways, you should just go ahead and put cycleway=track or lane on the 
main road. Someone else might come in later and draw the cycleway. (I think 
this is a general pattern in OSM: if you don't have time/don't want to go all 
the way, then just do as much as you want and make it more precise later or 
wait for someone else to do so. Take a look at a random German city to see 
that you can always add more to the map...)

Finally a question: in the Netherlands it is not allowed to cycle on the main 
road if there is a cycleway next to it; is this also the case in Denmark? If 
so, we may want to start adding bicycle=no to the roads where we have made 
separate cycleways (although again not everyone seems to agree on this...).
