you mean footway area, I assume.
It is still an overlap.

What happens when we add extra conflicting tags to the two footways,
such as surface, name, access, etc?

I guess routers will use the one that give the best route.
But that one might not be rendered on the map, which could be confusing.

However the wiki recommends to keep linear ways for routability.
If highway=footway, area=yes are used I think that in most cases it is
better to map the linear footways where you would actually walk, which
is usually a little inside the area.

Speaking of routability we should also avoid unconnected footway areas
such as https://www.openstreetmap.org/way/180120094
.
