Hi Alex,
Yes, they are common in Denmark - at least in Copenhagen.
But I don't think they are mapped. I have looked at the map a few places
where I know they exists IRL, but and none of those were mapped.
Personally, I wouldn't bother mapping them because as a cyclist, I find
them utterly useless. But of course, if anyone would like to map them,
they should feel free to do so.
As for tagging, I would recommend for you to suggest a new tag for it on
the OSM wiki. I would propose barrier=cycle_footrail, to correspond with
barrier=handrail and barrier=cycle_barrier
