Of course we have had discussion about it nationally, see http://lists.openstreetmap.org/pipermail/talk-ee/2010-November/000738.html and have fun with google translate . Suggestion was amenity=festival_grounds , as our main Tallinn stage (lauluväljak) is Song Festival Grounds in English. But for small village stages it is maybe overstatement. Open air stage is more appropriate for them and covers big ones too
