Personally, I would use it everywhere. Usually when I edit or add an object with an address, I also add addr:country, if it does not exist already. I agree that it should be consistent and not in a chaotic state.
From my experience with discussions in the German forum I can say that mechanical edits in either direction are often discouraged within the local community. There are some people in favor, some against it, and so indeed those who like addr:country tag it, others leave it out. But also actively deleting is discouraged.
Apparently 28% of objects which have addr:housenumber also have addr:country:
