[Talk-ee] New OSM Community Estonia subcategory

Hello there,
OSM forums is being retired. Instead, an OSM community (
https://community.openstreetmap.org/) subcategory has to be created.

We need an easily accessible place where a question can be asked or some
topic raised about Estonia.

So https://www.openstreetmap.org/user/Zverik and I (qqqqqqqqqqqqqqqqqqqq)
have decided to create it.
