Perdu, permissive veut dire permissif, laxiste.
Tu ajoutes un "et l'affiche" qui te permet de retomber sur tes pieds.
Sauf que ce n'est pas dit.

Et là on a un trottoir que la municipalité laisse utiliser par des vélos
alors qu'un trottoir n'est normalement pas autorisé à la circulation
autre que piétonne.
