Ah, setting it to Mercator made the whole process much easier, thanks :-)

I'm going over the ways realigning them and using the rectangle align tool to 
make sure the edges are parallel.

I'm switching to using building=house for now, including for terraces.  When 
the decisions are taken regarding rendering, hopefully that'll be sufficient to 
sort things out.  I certainly agree that it would be better to render housing 
differently to major buildings, and / or perhaps only at high zoom levels where 
it's more likely to be interesting / useful.
