[oxoncotswolds] Toucan crossings

Deathly silence. Ah well, I've tagged the ones that I know about as
highway=traffic_signals+crossing=toucan, so they show up in OCM and
Mapnik. I suspect the ones at the end of Horspath Road are also Toucans, and
there may be others.

I am contemplating doing something about the wiki. The purpose of argument
is supposed to be resolution not disarray!
