[Talk-gb-westmidlands] Red Routes

The discussion on talk-gb wasn't very fruitful, so my proposal for tagging
red routes is as follows:

restriction=no_stopping
restriction_designation= red_route

Unless anyone objects or can come up with a better proposal I shall get
cracking on the red route from the M42 along the Stratford Road with tags as
above.
