Since writing the above I did a bit of research. While the
traditional boundaries of the area are subject to debate, the
boroughs of Walsall, Dudley, Sandwell and Wolverhampton seem to be
the local government areas that have joined together to define it
from a political and chamber of commerce perspective (one example

So we could add the area with a relation...
