[Talk-gb-westmidlands] Birmingham - Gritted Streets index

I scraped the BCC data for streets that gritted. 1364 entries but some
streets have multiple entries where the street exists in more than one ward.
Anyway, may be useful. The gritting priority level is also data we could add
for these streets in OSM.
