[Talk-gb-westmidlands] Advertising campaign from tv licensing for the Birmingham finish

Hi all,

when I came through New Street a couple of days ago I noticed a big
screen with an advert for TV licensing which made me think that it
should rather be for Openstreetmap. So I changed it a bit.
