[Talk-gb-westmidlands] Mappa Mercia updates

Hi all,

I put together a first version the mappa-mercia website. You can have
look at it on http://mmercia.quirm.de/ . It is still in very early
stages and I haven't tested it with many different browsers. So far,
Firefox 3 and Opera 9.6 are working and Internet Explorer 6 is not :( 

The slippy map should work in general. Though, I noticed a bug that
sometimes prevent me from zooming in if I do not click on zoom out
before. 
I had the idea of integrating the openstreetbugs directly into the
mappa mercia website to make it easier accessible while browsing the
map. I also realised that the user interface could be simplied a bit
because the "Add Marker" button is not really neccessary. However, the
current state of the integration is still a bit messy. In particular
nicknames and bug submission is not working yet.
The layout for the text pages is mostly finished. I began to fill some
of them but, again, there is still work to do.

I hope you'll like the design. Of course, suggestions for improving it
are welcome!
