[Talk-gb-westmidlands] NapTAN Error Log

Hi Brian,

I have not put any errors in the log yet because I did not resurvey many 
bus stops yet. The ones I did, I am currently using for testing the 
Naptan merger tool. Hmm, perhaps I should add a logging facility 
directly to the tool.
