[Talk-gb-westmidlands] Josm style for gritting routes

And here is a tagging preset for gritting routes: 
http://mappa-mercia.org/bham-gritting/josm-preset.xml

Add the url to the list of tagging presets, restart josm and then you
find four new presets in Presets/Maintenance. If you add the icons to
the icon bar tagging can be done much quicker.
