The idea of a block at each end is a good one, because that's exactly what's
there for the closure. I'd be happy to run with that.

Presumably this is for routing engines?  I'm torn as to whether this is the
right approach. We didn't do this for the Midlands Metro when it was shut
for construction upgrading work for 2 weeks. The tunnel work is  not really
construction it's more maintenance of an existing structure. Typically we
use the tag for new roads under construction. We could put a barrier=block
on each end of the tunnel and change the name of the way by adding (closed
for maintenance- reopens on xxx). I'm just worried that we get an edit war
with well-meaning mappers changing it back, even if it's commented with a
note.  But if the consensus is to use highway=construction then that's fine
with me
