Looks a bit of a mess. Certainly I don't see how they can claim it's all
OGL. Some of it would appear to be OS derived and some of it isn't actually
BCC data anyway

BCC have published their fixed property asset register as opendata here

 http://www.birmingham.gov.uk/opendata

I've read the licnce agreement and I'm totally confused as to whether it's
useable or not. Help and advice requuired
