[Talk-GB] Freemap-NPE up and running again

Just a quick note that Freemap-NPE (possibly temporary name.... get those 
votes coming in!) is now once again overlaying OSM path data on top of NPE 
maps.

The path data is now stored on the database at free-map.org.uk, rather 
than the more powerful dev server - but to counter that, thanks to Nick 
Burch's excerpt scripts the database is *only* storing path data (not 
roads) so the maps are generated quite quickly
