Damian,

Welcome to OSM

Some of those segments are probably mine as I've travelled into Coventry
from Birmingham, mainly via the A45, on a number of occasions. Part of the
reason why segments don't get converted into ways is that those travelling
are not local and its difficult to know when a way logically starts and
stops (eg as the road name changes). Someone local such as yourself has a
much better chance of getting it right.

So to answer your question I'm sure you will not be treading on anyone's
toes and it will be great to see Coventry starting to appear in the
rendering.

Cannot help you on the shape file I'm afraid though.
