Yes is the simple answer.
All that needs to happen is for a script that parses the OSM data and pulls
out the lat/lon and postcode for nodes, and the lat/lon of some
representitive points for ways. Dump this to a file and it would plug
straight into my script.
Obviously the NPE/freethepostcode data is easier to get at ;-) (and tbh,
probably more complete -- I think I've put more post codes onto that than
into OSM so far, but then I have absolutely no conception of how much post
code data there is in OSM... I suppose I should try and find out).
I'm guessing there's no problem (from an OSM point of view) in merging these
two sets of data for plotting?
Obviously NPE are only going to want to host an untainted one!
