[Talk-GB] all cities correctly tagged

I went and corrected the last few stragglers jusr now, so that
openstreetmap.org should now have a complete and accurate set of
mainland Britain cities (with a couple of exceptions).  Westminster
I've not tagged it's a weird case, being a city in a city.  Rochester,
which had its city status accidentally removed, I've left in with the
benefit of the doubt.

Now pondering adding population figures, and possibly deciding what
other importance hints could be taken into account (county towns?
harbours?  major transport interchanges?)
