I guess it is down to how you measure completeness. I think Peter's 
initiative is excellent and very helpful, especially for comparison.

It's bound to be weighted, though, by long lengths of major roads which 
on the whole have good representation in OSM, but don't represent 
population density.

Maybe all that that says is that this is indeed a good measure, but the 
final 15% is the most difficult 15% to map, as it comprises the 
relatively short dead-end roads in housing estates, which in terms of 
number rather than length must be more than half of the total and need 
to be done systematically and tediously to ensure completeness.

But maybe it is also the most important 15% because that's what's going 
to make the map acceptable to people in general and information 
providers in particular.
