No, oil and gas pipeline are driven by pressure and go up and downhill. Only
a gravity sewer acts similar to a river in that it has an upstream and
downstream end.

The direction of flow for major transmission pipelines (all utilities) is
uni-directional. Bi-directional flow would only likely occur in distribution
networks, such as a local water supply system in an urban area.
