What about supervised 'imports', using a josm/potlatch plugin (a la cadastre-fr) to do vectorization and manually merging the results street by street?

What about automatic generation of buildings countrywide to an osm layer that users manually merge with osm.org, again, street by street or block by block?

I'm just cowering at the hundreds of thousands of man hours of unnecessary clickety-click-click-click that could be hugely accelerated by machine vision algorithms.
