[Talk-GB] DECC renewables data now open

For anyone (like me) interested in mapping renewable energy generators in
their area...

After some email exchanges, DECC have changed the terms and conditions on
their 'RESTATS' database of renewables to the Open Government License, which
I believe is compatible with our current CC-BY-SA license and with the
potential new open data comments license.

RESTATS has a motley collection of generators around the country at all
stages of the planning process. You can see a map here:
https://restats.decc.gov.uk/cms/renewables-map/

You can download a CSV here, be sure to filter out only those with an
operational start date if you add any to OSM!

I've added the few they have for London. You can see a KML file of all our
