Probably not. That non-techy bit is the catch. If they were
correctly tagged then:
http://www.informationfreeway.org/api/0.6/relation[boundary=administ
rative][bbox=-74.8,17.4,-68.18,20.31]
would get all the relations tagged boundary=administrative in the
quoted bbox (Hispaniola, which gets Haiti, Dominican Republic and
because of the rectangular shape the Cuba boundary).

If you go the Export tag on the main page, you could replace the 4
numbers with those from drawing a box on the map:
Left, bottom, right, top 
is the order (IIRC). That's the same way I found the above numbers.
