There appears to be a two time difference so maybe that wasn't enough.
I use Potlatch where you get a warning. is there not a similar procedure 
in JOSM?

There's on gap just to the west of Newbury but the rest is fine dow to 
Bristol apart from some spurious extra ways that have the relation added 
to them.
