[Talk-GB] Names of consituencies

Here's a plea by Francis Irving of MySociety for consistency in the use of
the new constituency names:

He refers to the use of "and" not "&"; but the list to which he links also
has commas, in names such as "Birmingham, Perry Barr" (as opposed to
"Birmingham Perry Barr").

I'm not sure whether any of this is a change from the previous naming
convention.
