I think that what people expect from a map is wildly different. Some 
people expect a map to be an abstract representation of important 
concepts (for their definition of important). Others seem to think that 
the ultimate map is an aerial image and as long as OSM isn't there yet, 
detail has to be added.

My standard approach would be to simply draw one giant 
landuse=residential area (which is a good enough approximation for a 
major city) and punch in some holes for the parks (relation 
type=multipolygon role=inner), then let people refine it where they 
want. However with London receiving the amount of attention it does, 
this would perhaps be considered a bit crude by some. Also I have been 
told that users on your side of the channel tend to be relationally 
challenged and would rather draw 100s of itsy bitsy single-closed-way 
landuse areas than a few large ones with holes in them ;-)
