I think this is important to address.  Often I find roads into council estates
that have a gate, but the gate is always left open, so the road is quite usable
to drive into the estate.  On the other hand if a gate is usually shut, it should
not be used for routing.

What is the proposed or de facto tagging for this?  Do any routing apps use it?
