[Talk-GB] County boundaries

There has been some discussion here about administrative county boundaries,
particularly in relation to Nominatim search. The search doesn't always pick up
the boundaries that are mapped, and sometimes uses approximate areas based on
county nodes (a single node roughly at the centre) that also exist in the map.
I've started looking at the warnings for administrative boundaries on keepright,
which states:
Administrative Boundaries can be expressed either by tagging ways or by adding
them to a relation. They should be closed-loop sequences of ways, they must not
self-intersect or split and they must have a name and an admin_level.
This sounds reasonable enough apart from the 'must not split'. For example here
<http://keepright.ipax.at/report_map.php?zoom=17&lat=50.81618&lon=-2.95882>
it thinks that the boundary of Devon splits, but it seems correct as mapped.
Shall I ask the keepright maintainer to adjust the check?
As for the place nodes representing the centre of counties, can these be removed
now we have the borders?
In general is there a way to make sure the data is in a fit state for Nominatim
and other search or addressing tools?
