Quite.  In Cambridge, we have a road signed as Maids Causeway, Maid's Causeway, and Maids' Causeway.  Is any one of these more authoritative, just because it may be the preference of the current incumbent in The Guildhall, or Ordanance Survey?  I think not.  To my mind they are all valid.  Which does leave the quandry of what to put on OSM!  When I started, I did a few with name=... and then alt_name=... but more recently, I haven't bothered.
