I should have quoted a bit more:

'If You are not the copyright holder of the Contents, You represent and warrant
that You have explicit permission from the rights holder to submit the Contents
and grant the licence below.'

(A bit self-contradictory that the terms say you cannot add such contents, but
if you do, here's what's required...)

So the question is then whether the OS has given 'explicit permission' to
'grant to OSMF a worldwide, royalty-free, non-exclusive, perpetual, irrevocable
licence to do any act that is restricted by copyright over anything within the
Contents'.  They have not.  So still, you can't agree to the contributor terms
and also copy from the OS OpenData maps or data.
