No, you can't do that I'm afraid. If it's his original data, he hasn't
signed up to the CTs, and it's not an utterly trivial change (which it
doesn't sound like it is), then it should be and will be dropped.
I'd suggest just dropping him a friendly e-mail, explaining what you're
hoping to do in terms of completing the Hampshire footpaths next year, and
asking if he might reconsider.
