Well, no. I rarely use highway=path. I use it where there is clearly
a path (such as one mown through grassland in a nature reserve by
the council) but no official signage, or where there seems to be a
permanent shortcut across a field as well as the signposted
public_footpath around the edge. My previous reply was a bit rushed
as I could hear by son crying downstairs and wondered why, but for a
shared used cyclepath I would tend to tag it as a cycleway with
foot=designated. Segregated is something extra again.

One example is http://osm.org/go/0EHzfSi1n-- where that field has a
track around the edge which is the public footpath until just before
it becomes a drive to someone's house, but sufficient people cut
diagonally across the field for the path to be obvious. I've never
seen anything other than grass in that field. I don't think I've
ever used path with an access tag; perhaps I use it like I use
highway=road - one that has insufficient information to be tagged
any better.
