[Talk-GB] tagging for average speed cameras

The wiki (
http://wiki.openstreetmap.org/wiki/Tag:highway%3Dspeed_camera )
suggests that highway=speed_camera is only appied to nodes, as
obviously if it was applied to a way then it would replace the
highway=motorway/primary/secondary tag.
I can imagine two possible ways to handle average speed cameras:
1) Tag nodes on the way with the existing highway=speed_camera
tag and add a new speed_camera:type=average tag to categorise
them (possibly with a better tag name if someone would care to
offer it).
2) Propose something like traffic_calming=average_speed_check,
applied to the section of the way covered by cameras.
Thoughts?

If so I will update the wiki with details that instant cameras
should be on nodes and average cameras on ways.
