[Talk-GB] tagging for average speed cameras

Just found this DB of average speed camera enforced roads and there are a
lot of them (content is copyright though). Unfortunately there are no dates
given for the reports, some of which relate to road works which may now have
been completed.

Here is another speed-limit related question. I suggest we initially tag
based on 'normal' speed limit for a road section, not a temporary reduced
speed limits during road works. Possibly if the road works will go on for
years then we should use the lower one but not if it is just weeks.
