[Talk-GB] Codepoint postcode layers

I have just discovered that a new version of the OpenData CodePoint was 
released in February, so I have updated the layer for looking up 
postcodes in the editors.

I have decided to force the layers to display from zoom 16 onwards which 
is one zoom higher than before. If that causes anyone a problem let me 
know. This means I may be able to load the rest of the UK postcodes and 
still have a decent response time.
