Hi again,

I found the response from Surrey Council Council to my FOI. They seem to 
take a stricter view than other people have experienced from other 
government bodies. If we can get a few examples of this apparent 
contradiction in legal interpretation and perhaps OS to officially state 
their view, we might get Surrey and Kent moving forward...
