[Talk-GB] On footpaths

I think (but could very easily be wrong), that the behaviour is set in
preset files, rather than the source code.  Try
http://wiki.openstreetmap.org/wiki/Potlatch2 - the 'Get Involved' bit at the
bottom has some relevant looking links.
