Can I suggest that alt_ref might be appropriate if it is a super-secret
reference which is useful when talking with the relevant authority but not
for routing. I noted earlier that I was using alt_name for naming sections
of the A14 where there was a name in OS Locator but where it wasn't signed
on the road itself or useful for routing.
