Yep. There's a section on the talk page [1] trying to agree on how to
tag the different types. So far we have, managed, tenant, tied and
free, and some suggestions on how to tag them. These suggestions are
just an initial thought and could do with refining.

I'd be more inclined to use brewery=various or free, or something
along those lines. Free houses can still have companies behind them
that fit nicely into the operator tag. Both however are 'special'
values that a renderer would have to know about and interpret. The
current suggestions already invent tenant=yes, so perhaps free=yes?
