Because the presence of a better match - "Marylands Road"[1] - kicks it off the top spot, so the algorithm assumes this is talking about a different road. In the majority of cases OSL isn't stupid enough to spell the same road twice differently, so this rule usually works quite well. It stops a not-present "Foobar Row" being satisfied by a present "Foobar Road" nearby for instance.
