In addition to Richard and Andy's comments, an alternative solution may
be to carefully analyse the history and potentially tag it odbl=clean.
Unfortunately I generally have no luck getting back a history of a
relation, I guess because the addition/change of any member adds and
makes the history long and complex. Does anyone know of a way to see
just the tagging history of the relation itself?
This is important in general. There was a big jump in relation
creation, possibly with deletion of an original, just before decliners
were locked out. Coincidence of course, but we have 46,000 relations
globally that may possibly be have to be removed.

as what proportion are routes (ugh!) and what are building
multi-polygons and relatively easy to remap.

Additionally, a 404 Not Found error was encountered while trying to use
an ErrorDocument to handle the request.
