This is not HCC doing something with OSM - this is HCC releasing their rights-of-way data under an open licence. The link provided is my own "mash-up" of OSM and HCC data.

Surrey Heath Borough Council, UK have an OSM-fan working in the GIS department who might be able to help you. I think they were also responsible for some very high-res aerial imagery being available to trace.
