[Talk-GB] England Cycling Data project: DfT cycling data now available for merging

I think it would be nice if OpenCycleMap could render link routes with
slightly less prominence.
Things can get confusing in city centres with lots of 'feeder' routes, so I
tend to minimise how much I actually add to the route relation.Though I
will now start adding them in as new relations with brackets.

Route changes in city centres can also confuse surveying, I'd love to have
a historical time-lapse map of the NCN through Durham, as I've discovered
some signs/stickers that I think were forgotten when new roads were built
and the route could go a better way.
