[Talk-GB] England Cycling Data project: DfT cycling data now available for merging

Me again - just noticed there seams to be an issue with the data around here

Looks like the same DfT ways are in the Nottingham and Erewash data sets
with slightly different alignment in some cases - you can see the Orange
edge on the green bits, and the selected path underneath the marked as
incomplete one
