In JOSM...
You can zoom to a point where the imagery is latest/good. Right click the
background, and untick "Auto zoom imagery/background". Then you can zoom in
for more fine detail without the imagery quality changing.
You can set an offset (On the menu, Imagery -> Offset -> New Offset, I
think). A dialog appears asking for values, but you can left click & drag
the background around. You can still right click & drag to pan around the
world. Most mapping trips (at least an hour long) I align the imagery up
based on an area where I have a grid of roads (e.g. at least 3 North-South
and 3 East-West) to put it in a place where the traces are shown as on the
road, I'll also pan to the other side of town and check I've got it aligned
okay there.
Maybe some trips (long distance A to B routes?) this isn't so helpful, but
you could map car park lanes before you set off to get a trace suitable for
aligning.
